First of all, even if it's not so important the adjustable regulator used here has a GND pin instead of ADJ, which is the opposite of the ones I know like LM317. This means taking the output of the other side of the feedback voltage divider (from GND pin - electrical ground instead of OUT pin - GND pin).

Apart from that, if the reference voltage is (for instance) 1.25V when connecting the GND pin directly to electrical ground it should output the minimum voltage, but it outputs the maximum. If I understand correctly, it should try to maintain 1.25V between the GND pin and electrical ground, so if it always has 0V then it should pull the output voltage as low as possible.
